罗三拐邀请关大铭去看川戏《夜审郭槐》，建议关大铭利用刚刚解放、老百姓还很迷信的思想，以及瞿宗平对尹秀贞尚存的负疚心理，在现实中学包拯演一出“鬼”审大戏。关大铭对罗三拐异想天开的主意本能地否定，但仔细一想，在不得已的情况下好像也有道理。这种旧警察的歪门邪道虽然有悖原则，可总比放过了罪犯强吧？经过一番巧妙安排，罗三拐和贾小蝈等人利用瞿宗平送尹秀贞遗体回老家的机会，再现了当初瞿宗平在这里为尹贞做坠胎手术的情景，又装神弄鬼，打垮了伪君子瞿宗平色厉内荏的心理防线。当关大铭大义凛然揭示出瞿宗平才是系列谋杀案的真正主凶时，他终于低头伏罪了。袁润得知他们的做法哭笑不得，严厉批评他们胡闹。照这样破案，还讲不讲党性原则？讲不讲纪律和政策？关大铭表示犯了严重错误，应该负全部责任。罗三拐主动承担责任，说是自己出的馊主意，与关组长没关系。结果二人都受到了处分。一个月后，圣路易医院正式国有化，改名为“临江市第一人民医院”。徐春磊受到党纪政纪处分，调离临江市工作，受良心谴责，一年后服安眠药自杀。临江市公安局刑侦组扩大为刑侦科，关大铭因为出色的表现升任科长。袁润又给关大铭下达新任务，经过努力临江的治安显著好转稳定，但人民群众对过去旧警察局积压掩盖的许多冤假错案民愤很大，要求新政府重查申冤。面对档案室堆了半屋的灰尘仆仆旧案宗，关大铭为难地表示工作量太大，人手太少。袁润立即给他补充了人员，原来是七、八个从学习班批准留用的旧警职人员。关大铭傻眼了，罗三拐和贾小蝈两个旧警察已经搞得他头大，咋又来这么多。罗三拐忙表态帮忙，说自己太知道怎么教育改造这帮旧警察了。关大铭望着这些高矮胖瘦警纪不振的旧警察，哭笑不得。
