许暴牙的袍哥码头在临江城外的江口镇，解放后袍哥已被取缔。关大铭派罗三拐和贾小蝈前去调查。罗三拐两人便衣前往，打探到许暴牙一伙早就鸟兽散，不知去向。那里治安情况很糟，罗三拐和贾小蝈摆出警察的架子，自以为没人敢惹，谁知竟被几个乞丐戏弄，挎包也被抢走，弄得囊中羞涩，小旅店的食宿无钱结账。罗三拐很没面子，想用贾小蝈仅余的私房钱去赌回来，结果先赢后输，精光如洗。小旅店老板催账，贾小蝈提出学习解放军留下借条，老板不认账，罗三拐恼羞成怒，干脆耍横。老板不服，派伙计去报警，当地派出所长听说有人冒充解放军，非常重视，亲自赶来抓人。罗三拐本来认识当地的旧所长和几个旧警察，但都被送去学习了，他不提还好，一提起所长更认定与旧警察称兄道弟的一定是坏人，越搅越糊涂。关了一夜，所长慎重起见，给局里打了电话，虽然证实了他们身份，却告他们估吃霸赊欺负群众。关大铭大发雷霆，他最痛恨估吃霸赊欺压老百姓的旧警察德性，当即把罗三拐和贾小蝈遣返回学习班。二人灰溜溜被打回了原形，受到众人的奚落挖苦，抬不起头来。根据初步掌握的情况，关大铭把调查重点转向排查临江的袍哥骨干。另外，对钱庄老板郑福元也不能轻易排除。但赶走了罗三拐和贾小蝈，人手更加捉襟见肘，关大铭只好请沈仕杰帮助监控郑福元。谁也没料到，此时许暴牙和姘头谭巧芸却躲在城里的韩记酒坊，秘密派人去西山市联络同党，以接应他们外逃。严世维也躲在这里，原来他是被谭巧芸拖下水的内线。
