Sanitäter Kai Norge freut sich über einen besonderen Einsatz: Unter dem Kommando seiner alten Studienfreundin Kapitän Julia Wiegold leistet er vorübergehend Dienst auf einem Kontroll- und Streifenboot der Küstenwache. Wiegold hat seit ihrer gemeinsamen Ausbildung eine steile Karriere gemacht und steht kurz vor einer weiteren Beförderung. Auch sie freut sich über das Wiedersehen mit Norge, den sie als Freund und Kollegen schätzt. Plötzlich wird am Horizont der Rauch einer Signalnotrettungsfackel sichtbar. Wiegold gibt Kommando, sich auf einen Notfall einzurichten und Kurs in Richtung des Rauchsignals zu nehmen. Als sie und Norge an Deck eines Ausflugsbootes klettern, finden sie eine bewusstlose Frau, die offenbar eine Vergiftung erlitten hat. Der Sanitäter ergreift sofort Ersthelfermaßnahmen. In diesem Moment fällt ein Schuss. Norge blickt erschrocken auf. Kapitän Wiegold hat auf einen Unbekannten geschossen, der nun lebensgefährlich verletzt zusammenbricht. Gegenüber Kapitän Ehlers und seiner Crew gibt Wiegold an, in Notwehr gehandelt zu haben, denn der Unbekannte habe mit einer Waffe auf Norge gezielt. Da die Waffe über Bord gegangen ist, lässt sich Ehlers den Hergang von Norge bestätigen, und die Ermittlungen der Crew richten sich zunächst vor allem gegen den Mann mit der Waffe, Mattis Nielson. Der Verdacht gegen ihn erhärtet sich, als klar wird, dass die junge Frau an Bord, Lisa Blundt, vorsätzlich vergiftet wurde. Blundt ist Geschäftspartnerin von Nielson und organisiert Bootsausflüge auf der Ostsee. Offenbar hatten die beiden am Abend vor der Tat einen heftigen Streit über den Verkauf ihres maroden Ausflugsunternehmens. Dieses mögliche Motiv führt die Küstenwache auch zu Klaus Teiler, einem Geschäftsmann im Ostsee-Tourismus, der bekannt dafür ist, seine Konkurrenten zunächst einzuschüchtern, um sie dann zu Billigpreisen aufzukaufen.
