Sechs Monate, nachdem Det. John Cardinal (Billy Campbell) durch seine geradezu besessene Suche nach einem verschwundenen, 13-jährigen Mädchen aus einem lokalen Ureinwohner-Stamm bei seinem Chef in Ungnade gefallen war, wird ihre gefrorene und verstümmelte Leiche Leiche in einem alten Stolleneingang gefunden. Cardinal erhält den Fall zurück. Gleichzeitig erhält er auch eine neue Partnerin, Lisa Delorme (Karine Vanasse). Die ist allerdings weniger zu seiner Unterstützung da als dazu, ihm in einem älteren Fall das Handwerk zu legen: Cardinal hat bekanntermaßen eine Beziehung zum Drogendealer Kyle Corbett. Nachdem dieser mehrfach kurz vor einer Verhaftung gewarnt worden war, vermutet die Dienstaufsicht, dass Cardinal ihn jeweils gewarnt hat. Der ist hieran zwar letztendlich unschuldig, ist aber andere Dinge verwickelt, die sein Gewissen belasten. Darüber hinaus ist seine Ehefrau psychisch krank und häufiger Patientin in einer stationären Einrichtung. Cardinal ist zudem anfangs der einzige, der vermutet, dass der von der Presse schnell als „Wendigo Killer“ bezeichnete Täter aus der Mitte der kleinen Gemeinde kommt, wodurch er sich ebenfalls keine Freunde macht. Schließlich werden die Ermittlungen zum Wettlauf gegen die Zeit, als eine weitere Person verschwindet und bald das Opfer des Serientäters zu werden droht.
