该剧根据成龙电影《尖峰时刻》改编，顶级电视制片人Bill Lawrence和Blake McCormic参与剧本创作并兼任执行制片人，原版电影的导演Brett Ratner和制片人Arthur Sarkissian亦担任执行制片人。电视剧版《尖峰时刻》忠于原版电影的设定——一个恬淡寡欲的、严守教条的香港警察Lee（Jon Foo，原版电影中由成龙扮演）奉命到洛杉矶执行一项任务，结果被迫与骄傲自信的洛杉矶黑人警察Carter（Justin Hires，原版电影中由Chris Tucker扮演）合作。Lee是香港警署的顶级侦探，不仅很有专业精神，还是个身手敏捷的武术大师。他很少说话，但拥有高度的责任心和荣誉感，知道如何将工作做好。为了给据称已经遇害的妹妹报仇，他孤身来到洛杉矶。他很快发现妹妹与一个中国犯罪组织有某种关联。Carter是个喜欢用反传统手段来破案的「坏男孩」，一向我行我素，根本不想要「搭档」。尽管有严重的文化冲突，尽管有时矛盾重重，但Carter和Lee都承认他们是一对完美搭档……或许只有不靠谱的搭档才能形成最佳合作关系？ Wendie Malick扮演Carter的顶头上司Cole警监。尽管她对他的种种行为非常恼火，但她仍然给他自由——因为她知道他是个聪明的侦探，他破案很有一套。Aimee Garcia扮演洛杉矶警署警司Didi Diaz。她生完孩子之后决定离开危险的街道，回到办公室干文职工作。Didi是Carter以前的搭档，比任何人都要了解他，因此她不惧怕当面对他大呼小叫。她试图帮助Cole和Carter处好关系……毕竟她是Carter目前最好的朋友。Jessika Van扮演Lee的妹妹Kim，是香港警署中为数不多的女警员之一。Page Kennedy扮演Carter的表弟Gerald，经常协助警方的调查工作。
