这部作品是以横山光辉的同名漫画为原作，原创巨大机器人「铁人28号」的第四次电视动画化。全26集从2004年4月到9月播出。这次的特点之一是，视觉效果考虑到了原作和第一部动画，铁人28号的设计更接近原作的粗犷和魁梧。此外，设置也部分沿用了原作，铁人被设定为在太平洋战争末期作为武器开发出来的。故事本身并非第一部的翻版，而是原创，舞台设在正在进入高度增长时代的昭和30年代。主角是少年侦探金田正太郎，他继承了父亲的遗产铁人28号，与大冢警长等人一起与邪恶战斗。这些基本部分与原作相同，但大点在于，故事并非像第一部那样简单的正义惩恶的故事。
