　　格罗弗舰长和第一指挥官丽莎·海斯前往全球联合政府设于阿拉斯加山脉内部的秘密总司令部，向包括丽莎父亲在内的政府委员会递交报告。此行至关重要，他们要设法说服委员会停止与天顶星的交战，并与之缔结和约。途中格罗佛舰长向丽莎提起地球用山体做超级大炮的事。到了司令部他们却受到了冷遇，委员会听取报告后，以含糊的托辞打发了他们。格罗佛舰长感到情况不妙。　　与此同时，瑞克驾驶飞机护送明美回日本看望她的父母。在横滨的唐人街，明美与父母，以及表哥林凯重逢。明美的父母看见女儿仍然活着，十分惊喜。原来地球政府早已宣布麦克罗斯岛上的居民全部丧生。父母本来想要明美留在身边，但明美执意要回到SDF-1去继续自己的演艺事业。最后，父母不得不同意她回去，但要求林凯同去照顾表妹。林凯是一个愤世嫉俗的和平主义者，他痛恨战争，态度消极，和瑞克话不投机。　　格罗佛和丽莎被召回继续会议时，委员会告诉他们已否决了有关和谈的提议。格罗佛因此和委员会发生了争执，但委员会坚持认为，人类根本不了解天顶星种族，因此无法确认他们会有诚意和谈。　　而更让格罗佛沮丧的是，委员会拒绝收容麦克罗斯市的70,000难民。因为自从SDF-1消失的那天起，政府不希望让地球与外星侵略者开战的消息传开，使全球陷入恐慌，于是已向全球谎称麦克罗斯岛受到恐怖分子的袭击，全体居民遇难，因此现在更不想因为返回的麦克罗斯岛居民而揭穿真实状况。委员会认为，SDF-1应该不惜一切代价，拖住敌军，离开地球，这才是更有效的方法。
