这是NHK的第37部大河剧。原作是司马辽太郎于1960年代中编小说『最後の将军 徳川庆喜』（文春文库ほか）。德川庆喜是江户幕府最后一位将军。出生在御三家之一的水户家，是水户藩主和正室的儿子。德川庆喜后来被过继给了一桥家。在第十三代将军去世后，庆喜争位失败。六年后，第十四代将军去世，庆喜终于成为了幕府将军。庆喜面对日益衰落的日本，本来希望能够借助法国推行西化。庆喜当任将军后见职后，推行了公武合体的政策。在法国的援助下，庆喜设想建立一个统一的权利机构。但是后来法国不再支持幕府，连一向支持他的孝明天皇也去世了。 [1] 维新派掌握了更大权力，更加紧锣密鼓地组织倒幕同盟，谋划推翻幕府。维新派一边秘密策划出兵讨伐幕府，一边提出苛刻的“大政奉还”的要求：幕府把政权交还给朝廷。没有想到，德川庆喜很快就答应了，因为他不愿意因此引发一场内战。1868年1月，他率军返回京都，要向天皇进谏。在京都之南的鸟羽、伏见地区，幕府军遭到了维新政府军队的伏击。战斗持续四天，最终幕府军被打散，德川庆喜逃回江户。
