《满清十三皇朝Ⅱ》讲述从雍正皇帝到道光皇帝这段清朝由强盛到衰落的历史。 雍正帝（炜烈饰）登基之后以勤先天下，重视社会的稳定，体恤民生，整肃吏治，他的一系列改革更是充实了国库。其子乾隆帝（黄元申饰）继承了一个太平盛世，乾隆执政初期勤于政事，他改变康熙执政过弛，雍正过苛的局面，使得政局稳定，武功繁盛，国力空前强盛。但乾隆后期安于享乐，闭关锁国，吏治也有所败坏，清朝开始逐步由盛转衰。嘉庆帝（汪禹饰）掌权后，整饬内政，整肃纲纪，有心恢复国势，却力不从心，各种弊端积重难返，天灾人祸不断更让嘉庆身心俱疲。道光帝（鲁振顺饰）即位之后欲重新振兴朝纲，力行节俭，无奈才略和魄力有限，国运日薄西山，更是遇到了三千年未有之大变局，大厦将倾却无能为力。
