いまや日本一有名な動物園となった、北海道・旭山動物園。 しかし、10年ほど前までは、訪れる客も少なく、旭山動物園は廃園の危機に瀕していた。 1986年 ――― 飼育係兼獣医として、旭山動物園にやってきた坂内 禅（山口智充）は、寝てばかりで活気のない動物たち、そして閑散とした園内の様子にショックを受ける。「なんで動物を檻に閉じ込めるんですか！」と小野園長（津川雅彦）にも反発する日々が続く。そんな坂内にベテラン飼育係の牧原（伊東四朗）は、小さな命を預ける。森で親を失い、保護された野生の子グマだった。幼い頃から動物好きで様々なペットを飼ってきた坂内は、早速子グマの世話をはじめる。しかし、数ヶ月たっても子グマはまったく坂内になつこうとはしない。人間に依存することなく、生きようとする子グマの姿に、坂内は“野生の命の気高さ”を初めて感じとっていく。坂内に新たな情熱が生まれる一方で、客の入らない動物園は「金喰い虫」と批判にさらされていた。それでも、坂内ら飼育係たちと園長はあきらめることなく、夢を語り合い続けた。理想の動物園とは何なのか、動物たちのキラキラとした生命力や、驚くべく能力を見せる工夫はできないものか？そんな中、動物園の存続をゆるがす出来事は起きる。坂内たちは、廃園の危機を乗り越え、“理想の動物園”を実現することができるのだろうか・・・ 閉園寸前から一転、入園者数日本一までに上り詰めた旭山動物園の軌跡を映像化したスペシャル・ドラマ。86年、活気のない旭山動物園に赴任した飼育係兼獣医の坂内は園長たちとともに夢を語り合い、それを形にしていく。
